Who decides what this journal publishes

The Editor-in-Chief holds final responsibility for what the journal publishes and for the standards applied to it. The Editor-in-Chief screens submissions for scope, assigns handling editors and receives editorial appeals.

Submissions are screened by the Editor-in-Chief on arrival. A manuscript outside the journal's scope, or with flaws that review could not remedy, may be returned without external review; everything else is assigned to a handling editor. Complex ethical questions and appeals are referred to the Editor-in-Chief for adjudication.

What the board does with a manuscript

Members do not vote on submissions and do not all see every paper. One handling editor takes each manuscript, chooses its reviewers, and recommends a decision.

Assignment
The Editor-in-Chief assigns each submission to a handling editor, who confirms scope fit, completeness and basic quality before external review is considered.
Conflicts and recusal
Editors and reviewers declare any personal, financial or institutional conflict with the authors or the research topic, and recuse themselves from any manuscript where objectivity could be compromised.
Choosing reviewers
The handling editor identifies three to five reviewers matched to the manuscript's subspecialty, screens them for conflicts, and avoids anyone who has recently collaborated with the authors. Reviewers are drawn from the wider specialist community, not only from this board.
Review
Review is single-blind. Manuscripts that proceed to external peer review are normally evaluated by at least two independent ophthalmology specialists. Timing depends on the manuscript, reviewer availability and any ethics or integrity questions.
Methodological review
Manuscripts with complex statistical analyses, clinical trials or epidemiological designs carry at least one reviewer with methodological or biostatistical expertise in addition to the clinical reviewers.
Disagreement between reviewers
Conflicting recommendations are not averaged. The handling editor evaluates each reviewer's argument, may commission a further review, and gives written justification for the recommendation.
Confidentiality
Editors maintain strict confidentiality of manuscript contents and of reviewer identities.
Editorial independence
Editorial decisions rest on scientific merit and are independent of article charges, membership and any optional service.
Appeals
An author who disagrees with a decision may submit a formal appeal to the Editor-in-Chief within 30 days, with justification and any additional evidence.
Corrections and retractions
Minor errors found after publication are addressed by an erratum or corrigendum; serious errors affecting a paper's conclusions by a correction notice with an updated version of the article; and evidence of misconduct or fabrication by retraction under COPE guidance.

Where the board does not reach

No current member records pediatric ophthalmology or ocular oncology, and the journal has published in both. Manuscripts in those areas are reviewed by external specialists selected for the individual paper, which is the same mechanism used whenever a submission falls outside a board member's range.

What editors check before a paper can proceed

Editors work to COPE guidance and consult the COPE flowcharts when an ethical question arises during review.

  • Documented institutional review board or ethics committee approval for research in human participants.
  • Compliance with the Declaration of Helsinki.
  • Registration of interventional clinical trials in an accepted public registry at or before the first participant provides consent for enrollment.
  • Written informed consent, with explicit consent for publication of any clinical photograph showing periocular or facial features. A bar over the eyes is not accepted as a substitute for consent.
  • Written publication consent for identifiable ophthalmic, periocular or facial images and case details, with unnecessary identifiers removed from every image type.
  • The ARVO Statement for the Use of Animals in Ophthalmic and Vision Research.
  • Authorship against the four ICMJE criteria; ghost and honorary authorship are prohibited.
  • Declared financial relationships with pharmaceutical or device companies, consulting and speaker fees, patents and stock, funding sources and grant numbers.
  • A data availability statement on every empirical manuscript.
  • Originality screening with iThenticate, including self-plagiarism.
  • Concerns about data integrity, image manipulation or plagiarism, referred to the Editor-in-Chief.
